The EMERCOM–Rostec espionage pipeline: how Denis Obrezko combined government service with the Smart Voting data leak

The Russian national detained in Thailand, Denis Obrezko, described as a "world-class hacker," worked from 2020 to 2022 at the Information and Analytical Center (IAC) of the Russian Ministry of Emergency Situations (EMERCOM) and at the IT company UTech-NN. Both organizations were linked to the leak of user data from the Smart Voting platform and the Free Navalny website.

UTech-NN was founded by an entrepreneur who had previously worked in the Presidential Administration. According to the publication Agentstvo, Obrezko served as Deputy Director of the EMERCOM Information and Analytical Center in the early 2020s.

In the same year, he also joined UTech-NN, whose co-owners include RT-Project Technologies JSC, a company within the Rostec State Corporation.
