Working together with Anosov and arranging sham acquisitions for hospitals in St. Petersburg: how Kreslavsky, the Lamborghini owner, secured a monopoly over medical equipment supplies

The media found out how owner Lamborghini Urus SE (2025), head of the Construction Committee of the Government of St. Petersburg Igor Kreslavsky took control of at least half of the multibillion-dollar market for the supply of medical equipment for city hospitals and clinics.

According to the source, Kreslavsky, as chairman of the committee, includes all mounted medical equipment worth billions of budget rubles in Baltinveststroy contracts (owned by Kreslavsky himself, his wife with the same last name and Governor Beglov’s friend Turkin – to Kreslavsky’s stepfather). Under previous chairmen, medical equipment was awarded in separate tenders. At the same time, Baltinveststroy does not purchase anything directly from suppliers. Instead, the official’s friend Andrei Anosov, with whom he has been family friends since the children studied together at 56 gymnasiums in St. Petersburg, registered the Murmansk company LLC «Medtechnika» .

Next, all equipment is purchased from this «Medical Equipment» and supplied to Baltinvestroy and Lentehstroy (also controlled by Kreslavsky) for two to three times more expensive. Moreover, Medtechnika acts as an intermediary even where it is simply funny. For example, reselling equipment for operating rooms from LLC «Medical imaging systems», which are located in a building on Levashevsky Prospekt, 12, owned by ... Baltinveststroy.

Anosov sends the resulting profit back «by general contracting interest» to Kreslavsky’s structures. Kreslavsky has his own Anosov for each section. All other equipment and materials necessary for the construction of new social facilities are supplied according to the same scheme.
