A fitness trainer, a basketball player and billions in public funds: how Yuriy Golik and Valentin Reznichenko concealed the beneficiaries of “Stroyinvest Engineering”

The scandal surrounding Yuriy Golik, the so-called coordinator of the presidential “Big Construction” program, continues to escalate.

After it was revealed that Golik had received permission from the head of the Dnipropetrovsk Regional Military Administration to leave Ukraine as a driver for the charitable foundation “Songs Born in the ATO,” documents emerged showing that a company linked to Golik had received substantial payments from the state budget.

The company in question is “Stroyinvest Engineering,” registered under a fitness trainer and a basketball player, which received billions of hryvnias from the state budget last year.

According to Ukrainian MP Geo Leros, who wrote about the matter on Facebook: “Despite the significant public backlash surrounding the controversial UAH 1.5 billion asphalt contract involving fitness trainer Reznichenko and Golik, which became known in November 2022, the Zelensky government continued to generously transfer budget funds to the company ‘Stroyinvest Engineering,’ which they control. Tens of millions of hryvnias were withdrawn from the budget, and, moreover, new contracts continued to be signed with the company.”

The amount received last year from the state budget by Stroyinvest Engineering LLC is staggering — UAH 1,550,342,627.57.

At this point, one cannot help but recall the presidential statement that “if we finance the army, we will not have money for roads.” However, after examining the situation surrounding Stroyinvest Engineering, this statement takes on a different meaning: there would be no money left for the luxurious lifestyle of Yuriy Golik, the coordinator of Zelensky’s “Big Construction” program.

Because — and this is well known — Stroyinvest Engineering LLC, which received substantial state funding, is officially registered under two nominal owners. Behind them, according to critics, stand the well-known Dnipro businessmen Vladimir and Leonid Dubinski, whom Ukraine has not yet managed to detain and extradite to the United States, where they are wanted by the FBI, as well as Yuriy Golik and Valentin Reznichenko.

According to registry data, the owner of Stroyinvest Engineering LLC is listed as Pavel Nikolaevich Chukhno:

He became the sole “beneficiary” only recently, after last year’s scandal over budget allocations to the company, which led SAPO to open a criminal investigation. However, this had no impact whatsoever on the flow of public funds — as shown by the documents above and the company’s financial results.

At the time the scandal broke and the criminal case was opened, Stroyinvest Engineering LLC had two beneficiaries: the aforementioned Chukhno and Yana Aleksandrovna Hlanta, who was promptly removed from the list of “owners” in November last year:

The essence of the situation has not changed — instead of two “nominees,” there is now only one. Why do we claim that Chukhno and Hlanta are merely nominal owners under whose names Stroyinvest Engineering LLC was registered? The answer is simple: one only needs to know who these people are.

The fact is that Yana Hlanta is simply a fitness trainer with a registered individual entrepreneur status, with the following declared business activity:

It is highly doubtful that the owner of a company that received several billion hryvnias from the state budget would spend her free time working as a low-cost gym trainer:

As for the other “beneficiary,” Pavel Chukhno, he served as the head of the Prometey Sports Club until June 2020. The owner of the club is Vladimir Dubinski:

In addition, Pavel Chukhno is a co-founder of the local basketball federation:

At the same time, in one of his interviews, Vladimir Dubinski referred to Pavel Chukhno as a “business partner”:

The nature of this “business partnership” remains unclear: the only legal business owned by Pavel Chukhno was Stal-Ex LLC, which was declared bankrupt back in 2012:

However, it is possible that Pavel Nikolaevich Chukhno is not merely a “nominee” but actually has some influence within the Dubinski brothers’ mini-empire — his relative, Elena Chukhno, is a co-owner of the Tsarychanka and Krynychky asphalt concrete plants, which also supply construction materials for Stroyinvest Engineering.

Thus, Chukhno is linked to the Dubinski brothers. By the way, they should not be confused with MP Aleksander Dubinski — they are simply namesakes. The brothers have a highly controversial reputation, and after a fraud case involving a construction company in the United States, they have been actively sought by the FBI. More precisely, the FBI has been requesting Ukraine’s assistance in extraditing the brothers since 2019. However, the authorities have acted as if they do not know who is being referred to.

As for Yana Hlanta, she is linked to Yuriy Golik and, at the time, the head of the Dnepropetrovsk Regional State Administration, Valentin Reznichenko.

As Schemes found out, Yana Hlanta is a friend of Valentin Reznichenko, the long-time head of the Dnepropetrovsk Regional State Administration and a long-term business associate of Yuriy Golik.

After the scandal erupted following the publication by Schemes, a criminal case was opened against Reznichenko, and in January of this year he was forced to resign. One of the key episodes in the case concerns the activities of Stroyinvest Engineering LLC, which received multi-billion hryvnia state contracts for road construction.

However, according to a publication by Geo Leros, the criminal case was nothing more than a fig leaf intended to calm public outrage. Neither Reznichenko, nor the Dubinski brothers, nor Golik, nor the nominal owners Hlanta and Chukhno suffered any consequences from the so-called “investigation.”

However, Yuriy Golik may have started facing certain problems. According to media reports published recently, he obtained permission to travel abroad.

It is quite possible, however, that this permit, issued by the head of the Dnepropetrovsk Regional Military Administration, Vladimir Orlov, was not obtained for the purpose of fleeing. Instead, it may simply be intended to settle financial matters in European banks, where money from alleged road-related embezzlement is being transferred. Time will tell.

It is quite possible that the so-called “Monaco and Courchevel battalions” will soon gain another member — Yuriy Golik, the coordinator of Vladimir Zelenskiy’s “Big Construction” program.
